Frankie Milley, Founder/National Executive Director

Frankie Milley is a native Texan. She has been married to Bob Milley for almost 39 years and the mother of an only child, Ryan who died from meningococcal meningitis at the age of 18. Medical laboratory, Radiology and  EMS and are the roots of Frankie's education and early career.

As a result of Ryan’s death Milley founded, Meningitis Angels, a national nonprofit organization which has become an international network of education, survivor communications, advocacy and service.
Meningitis Angels currently represents over 600 + Angels and families across the U.S. and over 15+ abroad.
Milley is the creative director of all projects, brochures, videos and posters. 

She is most proud of a teen awareness group called the Vaccinators to educate other teens, and a big bear character called (Beary Wise, who is wise because he immunizes) to educate children on the importance of disease prevention through healthy living and immunizations. Later the Stompers were created to Stomp Out Meningitis. 

*Milley has received letters of recognition from both Presidents Bush and Obama, Governors Rick Perry, Arnold Swartznager and governors and senators from around the country. . 

*In 2000 along with other parents across the country petitioned CDC and helped to establish meningitis vaccine recommendations for college freshmen.

*2001 Milley helped to write Texas Senate Bill 31 which helped Texas become the first state in the country which educates students of all ages and their parents on bacterial meningitis.

*2005 Milley led the advocacy in Texas  on a law requiring full immunization for day care entry and adding Hep A and Pneumococcal vaccine to the list. She has repeated this work in over 17 states. 

*This same year Milley led a Capitoal Day and a capaign to immunize infants and children and was reconized for this work by Governor Perry during National Infant immunization Week.

*Milley  help write the rules request and led the advocacy in Texas for a middle school mandate which requires Tdap, meningococcal and vericella vaccines and continues to folow ACIP reccomendations.

 *Milley has helped with this same mandate in 5 other states. 

*In 2005 she participated in the Centers For Disease Control (CDC) stakeholders public committee hearings for meningococcal meningitis vaccine recommendations, which led to the new recommendations of immunizations for 11 years through college freshmen age.

*2008  Milley was  honored by the Houston Area Immunization Partnership for her public service in promoting vaccinations.
 
*In 2010 she was again testifying in ACIP hearings about the need for a meningococcal booster at age 15/16. 

*In 2010 Angels  received an US House of Representaives commendation  for their work and efforts led by Milley. Angels has received state resoloutions and recognitions  in Colorado, Texas, Kansas, Iowa, Florida, and Oklahoma.

*2011 She joined forces with Mr. Greg Williams, (the father of Nicholas Williams who died from meningitis) to pass a Texas law requiring all first time college students to be vaccinated against meningitis. This law would replace a law that only required those students living in campus dorms to get the shot.
Milley said, "This law left approximately 75% of  college freshmen at risk for this deadly disease. Meningitis does not stop at the dorm room door. Infants, children, tweens, teens and young adults are at risk. We must protect them all from this debilitating and deadly disease. Not one should be unprotected. I am very proud to stand with Mr. Williams in this fight." 

*Milley was responsible for the language in the new law which required the vaccine to be given to first time college students up to age 30 and the addition of Nicolas Williams' name  to the  law.


* 2011: Milley  was invited to serve as a stakeholder at the national meeting hosted by CDC on infant meningococcal vaccine.

* 2012 She continues a campaign  started in 2011 called Protect Infants Now which encourages the CDC to vaccinate infants against meningococcal disease as vaccines become  approved and available .

* Milley has led Angels in some of the largest campaigns in the country and around the world for World Meningitis Day . Major events have been held in Florida, Oklahoma, Colorado,  Texas and Kansas to date.

* Milley was a key note speaker at the Texas Vaccines for Children Binational Conference on Immunizations.  

* She and Teen Angel leaders from across the county led  a cross state campaign partnering with the Kansas State Health Department which educated schools, colleges and both public and private health care providers.  

*She and Angels are currently leading the work to implement the Texas college laws while working on tightening the requirements. 

The efforts have reached to countries around the round including Africa, China, Germany, Scotland, South America  and England.  

Milley is a member of  the Texas Immunization Steakholders Working Group (TISWG) sponsored by the Texas Department of Health.

She is sought around the country as a keynote speaker on preventing vaccine preventable diseases through persoanl stories, affective advocacy  and as a motivationl speaker.  Contact Frankie Milley
